Japan's 2026 travel rule changes: the effective dates matter

The refund-based tax-free system begins on 1 November 2026; Hokkaido accommodation tax began on 1 April 2026; Okinawa prefectural accommodation tax does not start until 1 February 2027. The Yoshida Route also has a fee, gate hours and a daily cap for the 2026 climbing season.

Quick answer:Budget for tax-inclusive shopping after 1 November, compare the full accommodation bill in Hokkaido, do not add Okinawa's prefectural tax to a 2026 stay, and confirm your Mt Fuji route before applying Yoshida rules.

Tax-free shopping is not one universal airport cash desk

The Japan Tourism Agency says eligible visitors pay the tax-inclusive price, Customs confirms export on departure, and the shop or authorised refund operator returns the tax. Method and timing depend on that operator. Keep the goods with the purchasing traveller and follow Customs instructions.

Hokkaido and Okinawa are on different calendars

Hokkaido's prefectural tax started on 1 April 2026 and can coexist with municipal taxes. Okinawa's official page gives 1 February 2027, so describing it as already charged in 2026 would be wrong.

Mt Fuji: route first, rule second

The verified fee, cap and gate hours apply to the Yoshida Route. Do not transfer them to Shizuoka-side routes without checking those official pages. Cross-check flexible stays in the hotel guide and seasonal pressure in the comfort calendar.
